Raffat Khaqan has more than 12 years of experience with International and National level NGOs and more than 3 years in education institutions in Pakistan. He has extensive experience in program/project development & management; prepare log frames and develop performance monitoring plans; organizational capacity building, proposal writing grant management.

Mr. Raffat is currently rendering his services as Manager M&E with Hashoo Foundation, Pakistan. He has experience in working in Education, WASH, Early Childhood Education, Emergency Relief and COVID-19 Response Programs in NGOs and INGOs and excellent understanding regarding HAP principles implementation in programs/projects. As M&E Raffat leads programs/projects and has experience to work under high workload in Sindh and Khyber Pakhtunkhwa provinces.

He holds double Masters; a Master of Science in Development Studies, and a Master of Arts in English, and graduated with concentration in international development.
